This filter will change the output framerate but will keep the duration of the clip. That is, it will remove or duplicate images to convert from the original fps to the end fps.

There is an optional parameters to blend the images, it will give smoother image but less clean and harder to encode.

This filter is useful, for example, to convert a 15 fps movie from a digital camera to a DVD.
