Suggestion for a new "Blacken Breaking News" filter

Sometimes, in a tv broadcast there may occur a running band with text when they think some important news should be announced that couldn't wait until the next news show is due (I wanted to add a 58k png file to illustrate but the forum software wouldn't let me)

The task would be to blacken out the respective text band, and there is no filter available that would do this.

The "Blacken Borders" filter is close but it would blacken too much information away (the good part of the film which is left below the breaking news band).

The Mplayer Delogo Filter could be set to the correct x,y,width,height values (where x would be always 0 and width would be always the full image width) - but due to the changing text the result would be too active in the area which would distract the viewer of the result file too much.

for png with gimp:
- menu: Image: Mode: Indexed then overwrite png (this should reduce the size further)
still to large: scale image 75% down
- menu: Image: Scale Image
- select next to Height in [px] dropbox [percent]
- image size Width: [100,00] select and type 75
