Opus encoder?

We have opus decoder, but no encoder? Looking at reviews opus is the preferred encoder for lower bitrate streams.

I'm cooking DVD rips/backups for myself (old black and white movies), my players can play MKV files with whatever video and audio coder is used. I think Opus should be one of encoding choices.

So what's the verdict? Opus is the best low-bitrate encoder as of today, A. D. 2017. Used in WebM frequently. Can we have it?
