bug: r9050 drag and drop doesn't work after closed previous video

After I loaded in a mkv file and closed the video, drag and drop doesn't work anymore in win32 verison.
And with win64, the program just crashed.

Always been like this AFAIK.

I think drag and drop is an append function.
With nothing loaded it acts as a file load (the first time).

And you can still continue to drag and drop to the frame (above the menu bar is a good place!).
