Back on topic as in title updated to 2.7.5 version today and my first re encode came up with repeating garbled video every x amount of time. File itself plays fine and doesn't skip any frames currently downgraded back to 2.7.3 to see if the new encode will have the same issue

Please provide some information about the source video, editing steps, the encoder and encoder settings used. The picture looks like a frame (probably a B-frame) used for reference were missing.
