Duration of inserted frames 10 seconds?
Is this how this should work?
the test produced a 10 second still frame inserted from 19s 700 with that frame, after 10 seconds, the clip continues with the remaining clip of the video.

Yes, exactly. In the most simple setup, you load a single JPEG or PNG image into Avidemux and apply this filter to produce a still image video of desired length at 25 fps (10 seconds is just the pre-filled default value). This should be more comfortable than copypasting a selection hundreds of times :-)
