Title: How can I convert variable framerate to constant framerate?

I understand that variable framerate can give greater performance per unit of file size, but there are many times that I'm happy to forego the saving in return for the simplicity of constant framerates. That is particularly true when I'm preparing videos for import into other editors where I'm going to be doing things such as special effects, etc.

Is there a way in Avidemux (for Windows) to force the output to be constant framerate?
