I am quite fond of a TV series called "The kingdom". Unfortunately, it has extremely annoying colors and lots of noise and similar "deeply artistic aspects".
So I thought maybe there were some bright minds in this forum who might have ideas on what Avidemux could do to make it just a little more tolerable to see ;)

I love the "colorYuv" filter but can you do anything with the noise?

I have attached a test file so that you can form an overview yourself and possibly get ideas about what you can do to correct it.

Try MPlayer eq2 filter with Saturation 0.62 and MPlayer Denoise 3D HQ with settings 20, 20, 6, 6.

Something like 'Topaz Video AI' would clean it up somewhat (Artemis/High Quality is about the most subtle).
Downside is that it's quite expensive (unless you can 'find' a copy somewhere) and it'll tie your computer up for many, many hours.  :'(
