Title: How to blur just a section of a video for a specific number of frames

Hi.  I know how to blur a section of video but I can't figure out how to blur a section for just a specific number of frames. I guess the same question would apply for any filter but that is my specific issue right now.  I have found very old (11 years ago) tutorials on YT but nothing recent or that matches the current interface. Does anyone know of one or can someone tell me how to do it?  Thx.

After adding the Blur filter, right click its name and parameters in the Active Filters section of the Filters dialogue. Select "Make partial" and set the time range across your desired frames.
Same technique for all filters that support partialising (not all do).
