saving a video to play in Slow motion or backwards

Is there a way to adjust the framerate so the video can be saved in slow motion? I know it's real easy to do in Virtual Dub but I can't seem to find enough fields in Avidemux to make the changes to do this? Also it would be nice if there was someway you could save a video to play in reverse. Meaning, the video starts at frame 10350 and as it plays, it finishes on frame 10250. So it's actually going in the reverse direction.
