Problem with "average bitrate"

First of all, i'm sorry for my english, this is not my primary language.

I had the same problem ,when I wanted to convert some video with average bitrate settings (two pass).
I tried many programs and versions of avidemux. Version 2.5 worked fine with bitrate, but there was a problem with cutting video. In version 2.6. cutting works perfect, but i couldn't get bitrate, that i wanted.

As a last try i used a filter "Resample FPS" with setting PAL (25 fps). After that i have encoded video and the result is great. The bitrate is excact as I wanted.

I hope it can help to somebody.

Might be that  field per sec/ frame per sec is confusing the bitrate algorithm
