How do I use H.264 encoding with Intel Quick Sync?

Other encoding tools allow me to specify AVC H.264 encoding with Intel Quick Sync.

In Avidemux I found no such entry (on the same computer).

How do I use it anyway?

Intel Hw encoders are currently supported only on Linux via libva and on macOS via Videotoolbox. Support for Windows is very much wanted but the work has not been started yet. Patches welcome.
