Feature request: make "Change FPS" filter partializable

Please create new partializable filter in addition to the "Change FPS" filter, just like you managed to create the "Zoom" filter in addition to the "Crop" filter.

The new "Slomo" filter (= partializable "Change FPS" + current "Resample FPS" to the original FPS) would be very handy for slowing down goal-scoring moments in football footage.
