That filter is an inverse telecine filter, to bring back the 24 fps progressive content from a 30 fps interlaced Telecined source
To use it :

Apply the filter, default values are ok
You should get a progressive content with the following pattern ABCCD
Then:
---------
Apply ivtc dupe remover filter that will remove the duplicate frame and change the fps from 30 to 24
With the samples i have, it works nicely. Beware it is a burst filter, it does most of the job at one point for the next 5 frames
so you might experience unsmooth playback
