Partial support for seek to black frame, does not work if vdpau is used

Preliminary testing showed this is work in MPEG-TS streams, if there where no transmissions errors in the stream.
Ubuntu 12.04 LTS 64-bit

Thanks for making this available and for releasing those other filters to in 2.6.
