There's Errors when I tried to:
ââ,¬Â¢ use "Prev/Next Intra Frame" or
ââ,¬Â¢ SpeedScroll or clicking "LaÃ'â€"tFrame" button
(red circled on screen shot)
ââ,¬Â¢ Option "Go To Time" also doesn't have any effect.

Dear Developers! just don't tell me it's a dead-end branch and there's no more support for  H264 - I dare to suppose that You're on the way to solve this question.
I could upload more samples )

Can't work out how to download your video, can't work out Ukrainian language and captcha is over complicated. Swithing to English looses the downlink page.
If the problem is only at begin and end of videoclip: don't use these controls. Use only keyboard Up/Down arrows to navigate/edit/cut the video.
Try uploading your video to rapidshare.com or similar

captacha difficult... there's Redraw button next to captcha... couple clicks, see needed 3 digits and r'n'r! )

Sample at filestore.com.. is just to show the problem. It's very inconveniently to use Arrows at 5-10-30... minutes file. Program don't allow scrolling...I can't click to position in video that I need.

Use avidemux 2.5.6 for this type of video for that type of camera. http://avidemux.razorbyte.com.au/
end result: http://rapidshare.com/files/235194043/DR143321.mp4

My workaround for those kind of files (h.264 in AVI is a very bad idea indeed):
(1) Remuxing the file with ffmpeg to MP4 (-vcodec copy -acodec aac)
(2) Using QuickTime based MPEG Streamclip for editing
(3) Saving as MP4 in MPEG Streamclip (no re-encoding required)

Thera are GUI alternatives for command line ffmpeg: XMedia Recode (Windows), iFFmpeg (Mac)

v2.5.6 >> mp4 - it rocks.
10x to all.
