Closed GOP?

You-Tube recommends ââ,¬Å"Closed GOP. GOP of half the frame rate.ââ,¬Â  Yet the check box on the H264 configuration for this is greyed out and Open seems to be the only choice available.  What does this mean, and why can't it be changed?
