ts muxer bad x264 seek vs mkv muxer

I use the r8909 32bit on W7.

I tried x264 compression with ts muxer and found bad seeking in MPC-HC or VLC.
I tried to mux with mkv and the result is perfect.

Is this a problem of the  TS implementation?
