How to change playback rate in copy mode?

i don't want to interpolate or remove frames, just speed up or slow down the playback speed of the original frames.

No (but there is a tool to do that in "Filters" if you re-encode your file).

I had an inkling that this is what you meant in your earlier post.
AFAIK this option is not available with the 2.6 branch (it being time based instead of frame based)
