Hmm, yes, I remember reading this articles. We use DVB-T only here AFAIK, H264 only for HD.
I did not find explicit mentioning SD H264 there, but impkictly perhaps involved.

Very unhappy wording, somewhat in between the lines. I would explicit mention SD H.264
