Average 2PASS Output Bitrate Does Not Match

Hello,
I'm not sure if I changed a setting that made this happen but when I encode a video with the attached settings (2PASS Average 1100kbps) the bitrate is not 1100 as per the setting. In the past on another computer the output files had exactly 1100 listed as the bitrate. I believe I used to be using v2.6 or v2.7 where I am now using v2.8.
If anyone knows what's up I would really appreciate an answer.

EXAMPLE OUTPUT 1:
Format: MPEG-4
File Size: 215 MiB
Duration: 22 min 39 s

Format: AVC
Bit Rate: 1 043 kb/s
Width: 720 pixels
Height: 476 pixels

EXAMPLE OUTPUT 2:
Format: MPEG-4
File Size: 15 MiB
Duration: 1 min 32 s

Format: AVC
Bit Rate: 1 026 kb/s
Width: 1 280 pixels
Height: 536 pixels

Do you expect a perfect landing? IMHO the bitrates above are close enough.

I would recommend updating to the latest nightly for stability reasons.

Well I did state that I have always had exact values as results in an older version/computer (I formatted my computer).

I will try nightly.
