You can't copy video and alter it. You have to re-encode.

How can I configure the hevc/avc 264 to re encode the video that the output will be exactly like the original video?

You can set the crf value to zero (default = 20) for lossless output. Howether, this will produce very large files and data rates.
A lower than default setting 15 to 18 can often produce quality that is visually similar to the original. It depends mostly on the content, and only trial and error will tell you what you can get away with.
