can't resize UI window to be smaller than monitor size (1920 x 1080)

I'm using v 2.8.1. Unlike the old 2.6 which I can resize the UI window to any size, I can only resize it down to 1718 x 1176. It's awkward that I would have the bottom part of the screen on my second monitor when editing with this version. Is there a way to set it so I can see the whole UI in one monitor?

Thanks for the link. Adding a new user variable in Environment Variables of System properties worked.
