Problem video size after encoding process

I have a problem to convert m2ts file to avi, using Mpeg4 ASP (xvid4) plugin. The final size of the video file must be 1153 MB but even if I use two pass encoding mode video size by setting the fixed size of 1153 MB the final result after 8 hours of work is 586 MB!!!!!!!!!!!! I imposed a SWSRESIZE from 1920x1080 to 640x360. Can anyone help me, please??

Maye you already have your maximum quality.

The undersizing can be reduced by setting the quantiser scaling factor to 1 - in the xvid settings.
Probably won't give much better video "quality".

Or

Use avidemux V2.5.6 - good for older codecs like mpeg2 - better xvid for transcoding (more settings for fine tuning).
Avidemux 2.5.6 is not a deprecated version of 2.6.6.
