Good point. My plan was to clip a short section.. And then work with that to try and find the right combination.. I am just looking now.. Where is the "Resample FPS Filter". I am looking in the "Frames Tab" and can't see it..  Are you talking about th "Change FPS" in the Filters section..

And where is the "profile" set?

No - I am talking about the resample fps filter.

Use 'output - configure' to change the behaviour of the x264 compressor. 
Under the general tab - basic - untick 'advanced configuration - profile (default baseline).

Before everything else, my very first trial/test would be to cut an about 5 min segment starting from the second Idr frame and ending at an Idr frame.
